Senator SPINDLER (7.00 p.m.) —It would be helpful if the minister knew the terms of the legislation which we were amending. The legislation at the moment provides for eight grants to be made to a consortium. If the company is big enough—and this is the government's problem—to do it on its own, it can apply for another eight grants. So eight grants plus eight grants is 16. The government is cutting it back to eight grants plus five grants, which is 13, and I ask: why?
