Senator COLLINS (Minister for Primary Industries and Energy) (6.57 p.m.) —I find the question a curious one. Obviously the government would want to review the scheme after five years, but it is not a question of data available for companies that should be able to make it after five years and cannot.

Senator Spindler —That's what you said, Minister.

Senator COLLINS —I have just explained that it is a judgment by the government that five years is a generous period. Senator Spindler is saying that, instead of five years of support before the company can do it on its own, it should be eight. We are saying that, for maximising the benefit of the scheme for the budget funding that it is allocated, five years is by any measure a generous level of support.
