Senator CAMPBELL (4.31 p.m.) —I would like to move an amendment to the motion moved by Senator Lees in respect of the speaking times. Clearly the Democrats had negotiations with the government, but ignored discussing the matter with the opposition. This is an action which reflects on their motives entirely. We have just had a motion moved to restrict the debate to half an hour and for individual speakers to speak for five minutes. It is total hypocrisy.

Senator Lees —I discussed it with you.

Senator CAMPBELL —No, Senator Lees did not discuss it. I was threatened by the Democrats who said, `The debate about the suspension will take half an hour, then there will be another hour to have another debate about this, so why don't you agree to our words?' A motion has been moved in which the speaking time will be half an hour for the whole debate and each speaker will have five minutes. This is the first time I have heard about the speaking limitations. I move:

  Omit "30 minutes", substitute "120 minutes".

  Omit "5 minutes", substitute "20 minutes".
