Senator BELL —I give notice that, on the next day of sitting, I shall move:

  That the Senate—

  (a)condemns moves by higher education institutions to introduce up-front, full cost fees for the Graduate Diploma of Legal Practice (GDLP);

  (b)recognises that it is an economic disincentive to pursue further education for many students, especially those who have already incurred large Higher Education Contribution Scheme debts;

  (c)acknowledges that this is a result of Government de-regulation of the post-graduate fee-paying sector;

  (d)notes that law graduates in New South Wales, Tasmania, the Australian Capital Territory and South Australia cannot practice law without this sort of professional qualification; and,

  (e)calls on the Government to exempt GDLP from the definition of fee-paying post-graduate courses contained in the ministerial guidelines.
