(Question No. 1565)

Senator Bell asked the Minister for Immigration and Ethnic Affairs, upon notice, on 12 July 1994:

  (1) Did the Industry Commission's Inquiry into the exports of education services find that more resources should be put into the bona fides testing of applicants for entry into Australia, and attendance checking and other compliance enforcement techniques to help reduce infringement of visa conditions.

  (2) What extra resources, if any, were put in place.

  (3) What is the overstay rate at 30 June 1993 and 30 June 1994 by country of each student visa class.

Senator Bolkus —I am advised that the answer to the honourable senator's question is as follows:

  (1) The Industry Commission Inquiry made no recommendations on resources for bona fides testing of applicants for student entry to Australia but did recommend that

  "There should be more rigorous attendance checking and other compliance enforcement techniques to help reduce infringements of visa conditions."

  (2) Resources were allocated to increase liaison with educational institutions to promote cooperation and reporting of defaulters by institutions. Ongoing enhancements of computer systems in the Departments of Employment, Education and Training

(DEET) and Immigration and Ethnic Affairs (DIEA) have allowed improved exchange of information.

  (3) The following table provides rates of overstay by each student visa class and major countries of citizenship at 30 June 1993. Rates as at the end of June 1994 are not yet available.
