Senator BOURNE (11.41 a.m.) —The Australian Democrats agree with Senator Hill's amendment. It is a very sensible reform. Senator Robert Ray made the point earlier in this debate that in some cases—on reference committee reports in particular—the minority and dissenting reports may well be government reports, and he is sure that they would be very interesting. I am sure all of them would be very interesting. It has been a pity that in the past this has not happened. I do not believe it would be abused; I certainly hope not. We certainly undertake not to abuse it. It is important that the government responds to all points of view in this chamber. I hope it will do that in the other chamber, too. But, yet again, the Senate will lead the way on something and the House of Representatives may follow.
