Senator HILL (Leader of the Opposition) (11.22 a.m.) —I have two amendments. If I happen to be successful with the first I may seek to change slightly the wording of the second. So I would appreciate being able to deal with them separately. The first is the one I foreshadowed to Senator Robert Ray a few minutes ago. It concerns the role of participating members and, in particular, the amendment moved by Senator Ray today which would allow a participating member to attach conclusions and recommendations to the relevant report. I argued a moment ago that that really is overdoing the rights of a participating member. In regard to item 13, I move:

  Proposed standing order 38, paragraph 2, delete "and any member or participating member may attach to the report relevant conclusions and recommendations of that member.".

If my amendment is successful, the following words would be included:

After a draft report has been considered and agreed to by a committee, with or without amendment, a minority dissenting report may be added to the report by any member or group of members.
