Senator KEMP (10.12 p.m.) —I did plan to speak, but I suddenly heard that there was an agreement for two speakers, and I am not the sort of person to break an agreement. I was not aware that that was the case. I was provoked by the disgraceful contribution by Senator Faulkner. If there was an agreement that there be only two speakers, I will sit down.
