Senator SHERRY (Parliamentary Secretary to the Minister for Primary Industries and Energy) (8.55 p.m.) —I can give Senator Panizza that cast-iron guarantee: the legislation does not allow for the exclusion of—Senator Panizza referred to wheat—a particular variety of seed.


Senator Panizza —Absolutely guaranteed?


Senator SHERRY —As I am informed, that is the guarantee I can give Senator Panizza. I can say to Senator Coulter that the possibility of voluntarily excluding a commodity from the farm saved seed provisions—the FSS provisions, as they are known—was proposed by some commodity groups as a means of encouraging investment in their commodity. Senator Tambling has already alluded to the attitude of the Grains Council; it fully endorses clauses 17(1) and 17(2) of the bill. Senator Tambling has gone into the issues quite well and I do not intend to add anything further.
