Senator PATTERSON (11.57 a.m.) —I am obviously very disappointed in the Greens because there is a real principle in terms of legislating by announcement or press release. I will not go over that again. If the Greens felt so strongly about the government bringing in this amendment and thought that it should have waited until the assets and income test review that is being undertaken had been completed, that is another issue. But that was not the point. The government has put in this amendment, which is beneficial. We are placed in the difficult situation of either opposing the amendment or trying to correct it.

  Given the situation we are in, we want to correct it and make it the best legislation it could possibly be; that is, see that it applies from the date legislation is made, not from the date of the announcement. I hope I do not have to remind Senator Chamarette of this, because I am sure it will come up again in taxation or some other area. I believe that Senator Harradine has taken the right course of action—he agrees with me on this occasion. I am sorry that the Greens cannot see the light and agree with us, but that now clarifies the situation in terms of how we proceed with the amendments.
