Senator TAMBLING (11.07 a.m.) —Mr Acting Deputy President, I would like to indicate that I find that to be a most unsatisfactory arrangement inasmuch as allocating consideration of those documents to the last day of the sitting of this parliament will, in effect, preclude it. As the document entitled National action plan: Australia is a most important document, I seek leave to take note of that paper and to speak to it with the normal accordance that should be afforded.

The ACTING DEPUTY PRESIDENT —I have been advised that this is always the case when we rise early for estimates.

Senator TAMBLING —It may be the case that we do it, but I hope that the government is not seeking to camouflage the importance of this important paper. For that reason, I wish to pursue the normal courtesies and debate on this important matter.
