Senator SCHACHT (Minister for Small Business, Customs and Construction) (5.15 p.m.) —The government's position was outlined in the second reading speech. I appreciate the comments, although I do not agree with them all, made by Senator Watson. He made more of a political statement about last year's budget. I point out to Senator Watson that last year's budget established the ground very well, that over the next three to four years we will get the fiscal deficit down to one per cent of GDP, which is the government's major macro-economic target. I was intrigued when Senator Lees mentioned Chateau Yaldara and spumante. I ask whether she called that a low alcohol drink.

Senator Lees —One of them is.

Senator SCHACHT —I can remember drinking spumante as a poor student at Adelaide University. It certainly did not give me the impression that it was low alcohol; it used to give me a hangover to indicate quite the opposite. I wanted to make it clear that we are not providing a lower level of excise for spumante. I appreciate the support of both the Australian Democrats and the opposition for this measure.
