Senator COOK (Minister for Industry, Science and Technology and Minister Assisting the Prime Minister for Science) (5.21 p.m.) —I am trying to find a copy of the letter to which Senator Bell refers.

Senator Watson —I referred to it during my second reading speech.

Senator COOK —Yes, I know, and I did have a copy so that I could follow it; but I just cannot find it at the moment. I do not have a copy of the letter. However, Senator Bell asked how this process would be achieved. The answer is that the employee fills in a declaration which goes to the employer and the employer sends it to the Commissioner of Taxation. The Commissioner of Taxation matches the declaration against people who have HECS liabilities and thus ascertains which people have not sent in their declarations.
