Senator HERRON 6.10 p.m.)—I was deputy chairman of this committee and I commended the original report but put in a dissenting report. The government response which we are debating today did not accede to the requests made by our committee but did come part of the way, so I suppose we should be grateful at least for that.

  The fascinating aspect of the report and the public hearings that were held is that not in my experience have there been so many individuals attend on their own behalf. The government's response is a little bit like the curate's egg; at least something has been achieved and it has commissioned a consultant's report into the findings.

  I believe this will be an ongoing process because of the recommendations that were put forward and we will in turn debate the findings of the review that will be instituted. I wish to acknowledge the response of the government and put the government on notice that there will be a continuing review in this regard.
