Senator PANIZZA (5.15 p.m.) —I want to ask a simple question. I heard the minister say that things would run away with revenue if he opened it up to two-wheel drive vehicles on farms. He said it may be open to abuse by contractors. I would like to go back into history a little. There was sales tax on both two-wheel drive vehicles and four-wheel drive vehicles as far as primary industry was concerned. At one time there was absolutely no exemption on two-wheel drive vehicles, and there was absolutely no exemption on four-wheel drive vehicles with a dual cab. That was changed for the better.

  The minister is frightened that there will be abuse of the system by contractors who work on farms. The minister could look at not allowing two-wheel drive vehicles to be used for that purpose. We could then carry on with Senator Watson's idea.
