Senator COULTER —I give notice that, on the next day of sitting, I shall move:

  That the Senate—

  (a)warmly welcomes the Shoalwater Bay Commission of Inquiry's report into the future use of the military training area,which acknowledges the very high biodiversity, wilderness and heritage values of the bay and rejects mineral sands mining and exploration;

  (b)congratulates the Minister for the Environment, Sport and Territories (Senator Faulkner) for his comments in the Senate on 1 June 1994 which support the report's recommendations and Senator O'Chee for his adjournment speech on 1 June 1994 which acknowledges that the urgency motion that Senator Coulter brought to the Senate in 1992 was worthy of support after all;

  (c)urges the Federal Government to act quickly on the report's findings and to save Shoalwater Bay for time immemorial;

  (d)notes that the company which owns the mining leases, Pivot N/L, bought the leases in 1991 for $350 000 and is now claiming compensation of $20 million; and

  (e)calls on the Government to refuse to provide compensation, on the basis that the current owners appear to have bought the leases to secure compensation when the inevitable decision to ban mining is to be made.
