Senator CRANE (5.15 p.m.) —I move:

2.Clause 10, page 3, omit the clause, substitute the following clause:

Functions of Committee

"10.Section 6 of the Principal Act is amended by omitting paragraphs (c), (ca), (d) and (e) and substituting the following paragraph:

    `(c)to make recommendations to the Minister as to when a levy should cease to apply.'.".

I dealt with this amendment in my remarks on the second reading. Therefore I will not dwell on it now. Briefly, the purpose of the amendment is to clearly define the committee's role and functions. We seek to ensure that the committee carries out its function and can move to the next function, namely to dismiss itself. We do not wish the committee to take on functions and therefore in that way prolong its own lifetime. Interestingly, this is one of the few occasions in legislation in which a committee is in a position to bring about its own demise. The minister has commented that the committee has only 15 months to run. This begs the question as to how the government will handle aspects of ILO convention 137. Our amendment will seek to cover that situation.
