Senator Newman asked the Minister for Primary Industries and Energy, upon notice, on 3 May 1994:

  (1) What were the dates on which decisions were taken regarding the success or failure of applications for landcare grants in the seat of Lyons, Tasmania, during the 1992-93 and 1993-94 financial years.

  (2) What were the dates on which cheques were drawn to fund those successful grants.

  (3) What were the dates on which those cheques were presented to the successful applicants.

  (4) By whom were the cheques presented.


Senator Collins —The answer to the honourable senator's question is as follows:

  In relation to grants provided under the elements of the National Landcare Program (NLP) administered by the Primary Industries and Energy portfolio:

  (1) The then Minister for Primary Industries and Energy, the Hon Simon Crean, approved funding for continuing National Landcare Program projects for 1992-93 on 30 June 1992 and funding for new projects for 1992-93 on 17 August 1992.

  In 1993-94 Minister Crean approved funding for continuing National Landcare Program projects on 24 June 1993 and new projects on 15 August 1993.

  (2) Responsibility for individual payments for projects under the NLP administered by the Primary Industries and Energy portfolio has been devolved to the States and Territories under intergovernmental agreements. In Tasmania, the Tasmanian Department of Primary Industry and Fisheries administers this aspect of the NLP.

  In 1992-93 the Tasmanian Department of Primary Industry and Fisheries drew cheques for continuing projects on 10 August 1992 and for new projects on 7 September 1992.

  In 1993-94 the Tasmania Department of Primary Industry and Fisheries drew cheques for new and continuing projects on 11 October 1993.

  (3) In 1992-93 the Tasmania Department of Primary Industry and Fisheries mailed cheques to continuing project proponents in the Lyons electorate on 12 August 1992 and to new project proponents on 9 September 1992.

  In 1993-94 the Tasmanian Department of Primary Industry and Fisheries mailed cheques to continuing project proponents in the Lyons electorate on 15 October 1993 and to new project proponents on 25 October 1993.

  (4) In both 1992-93 and 1993-94 the cheques were forwarded by mail to the project proponents.
