  Senator Knowles—Mr President, I ask for a ruling from you about the length of question time. The bells finished ringing in here at two o'clock exactly, then there were prayers, and then question time commenced. The minister has now ended question time at 10 seconds to three. Are we going to have question time for an hour or not?

The PRESIDENT —Question time normally goes for an hour. It is entirely at the minister's discretion to call for an end to question time. But an hour had expired.
