Senator PANIZZA —Mr President, I seek leave to ask you a question on your ruling.

Senator PANIZZA —Mr President, I simply ask you why the tape is not the final arbiter. I believe a tape cannot lie. I earnestly believe, and I do not think you can argue, that the tape cannot lie. So why does he not have to withdraw on the strength of the tape?

The PRESIDENT —The argument is one of context and the context is not clear because of the noise. That is the simple answer.
