Army Training Manual: Aid to the Civil Power

To the Honourable the President and Members of the Senate assembled in Parliament. The petition of the undersigned respectfully showeth that:

1.The Army training manual entitled Aid to the Civil Power is counter to Australian and international covenants on civil liberties.

2.This manual threatens the human rights of Australians and is an attack upon the democratic rights of the citizens of this country.

3.We call on the Government to hold an open public enquiry into this document to establish how and why it was thought necessary to train Australian Army personnel in illegal and undemocratic procedures.

4.We seek assurances from the Government of community input and access to any document relating to Australian Defence Personnel involvement in civil protest or industrial disputes.

  And your petitioners, as in duty bound, will ever pray.
