Senator McMULLAN (Minister for Trade) (6.33 p.m.) —Senator Boswell was one of those with whom I was involved in the Senate committee reviewing this legislation when it first came in. I was very pleased with the initiative which was taken at that time. I do not want to take up the time of the Senate reiterating things said by other senators. We have far too much business to allow ourselves to be bogged down in merely enthusiastic reiteration of agreed positions. One of the most significant parts of the consultations in that first round which led up to the bill were those consultations which took place in the Torres Strait. It was clear that this was going to be a matter which required significant further ongoing consideration to ensure that the special interests of people in the Torres Strait were properly taken care of and recognised. This bill appears to be another step in that direction. I welcome it. I thank senators for their support for the legislation and I join them in commending it to the Senate.
