Senator HARRADINE (5.42 p.m.) —I say for the record that we went back to the original wording. The original wording was that if 12 months after the commencement of this act there is to be an entry under sub-section (1) to which the occupier has not consented, an authorised officer must not enter the premises without a search warrant. That makes the position very clear, although the original document as drafted by the Procedures Office was in the terms I have just mentioned. That is all very theoretical because it is obvious that what I have attempted to do is not favoured by the government and is not likely to succeed; indeed it is likely to be defeated. One has to judge these matters on the information before us, and therefore I will vote for Senator Newman's amendment.
