Senator CROWLEY (Minister for Family Services) (5.41 p.m.) —I wish to say briefly to Senator Harradine that there is some strength to the argument that either one is with us or against us. In regard to a pilot program, I think we all now understand the intention of Senator Harradine's amendment. I think there is a sunset clause that effectively achieves what Senator Harradine is concerned about in terms of a period of two years rather than a year. It is difficult to support Senator Harradine's amendment because it brings in the sunset element on one clause only.
