Senator LOOSLEY —I give notice that, on the next day of sitting, I shall move:

  That the Senate—

    (a)joins with the people of South Africa and celebrates the historic election in that country which has caused the first democratic and non-racial government in South African history to be created;

    (b)congratulates President-elect Nelson Mandela on his personal triumph in overcoming the legacy of 4 decades of abhorrent apartheid and nearly 3 decades of imprisonment;

    (c)commends all those involved in the transitional processes which have led to political reform and genuine democratic evolution;

    (d)notes the valuable role played by the Australian Electoral Commission and Australian delegates in the Commonwealth Observer Group to South Africa in providing personnel and advice relating to the successful running of free and fair elections;

    (e)offers its wholehearted support and encouragement to the new multiracial government in its institution of free and democratic rule in South Africa and in progress to a new, peaceful and prosperous South Africa founded on the principles of social and economic justice and equity; and

    (f)expresses the hope that the Australian Parliament will soon be able to build a new relationship with the Parliament of South Africa to broaden and deepen political understanding and democratic values.
