Senator BOLKUS (Minister for Immigration and Ethnic Affairs and Minister Assisting the Prime Minister for Multicultural Affairs) (8.36 p.m.) —Much of this debate—not just on this point, but all the points before us—has been subject to correspondence between the minister and the Senate standing committee. On this particular point there was a great deal of discussion both in the standing committee and in such correspondence. The government's position, as expressed by the minister, was that the net result of the New South Wales provision seems to be to report back to the issuing authority which then causes a record to be made. That is about as far as it goes. A consequence of that sort of assessment is that it is the government's position that we are discussing a proposition which is high on paperwork and probably very low on practical utility. For those reasons, we oppose the amendments.
