Senator CROWLEY (Minister for Family Services) (6.01 p.m.) —Essentially, the reasons have been extensively canvassed here in the government's second reading speech and in the answers to the questions that were asked during deliberation on this bill the first time it came through this place. The government's view remains the same. We are not persuaded by the arguments put by the opposition or by Senator Harradine.

  To pick up on the point Senator Harradine made this morning correcting his own error, it is important to know that all those families who will not be eligible for HACCA will, of course, be eligible after the 13 weeks for the dependent spouse rebate without the child bit. So that distinction is to be made, but it is a matter of some $400-plus per annum. It is not as though they are not eligible for the dependent spouse rebate. To that extent, for the purposes of consistency with other social security payments, for all the reasons I have already stated, the government rests its case.

  Question resolved in the affirmative.
