Senator SHORT (11.24 a.m.) —As I said at the outset, I am not necessarily implying criticism; I am just seeking clarification of the situation. Although the minister has not given an official formal response to the August 1992 report, what he has said today is that, so far as that conclusion of the report is concerned, where the committee accepted the need to move away from the old system, the minister is in fact rejecting that because he has now gone back to the old system—the pre-1989 system.

Senator Bolkus —I think by implication and direct contradiction we rejected it on 1 November last year.

Senator SHORT —What circumstances have changed sufficiently to warrant this change that has been made in respect of what is now the 817 visa? What circumstances are so different as to warrant a total reversal of that earlier policy?
