Senator SHORT (11.07 a.m.) —I share the minister's view on the significance of the Refugee Review Tribunal, but that is a somewhat different point. The point I am making is that by deferring from 1 November 1993 to 1 September 1994, the start-up date for the changes that are being made to the judicial review provisions and others—but at this stage I am talking about the judicial review provisions—he has, therefore, enabled many thousands of people who would otherwise have been subject to the tighter judicial review provisions to continue to be subjected to the more generous previous provisions. I am asking: what does the government see as the impact of that?
