Senator COULTER (6.19 p.m.) —We also support the government's intention to defer the matter until tomorrow morning. If we choose to go down the road of accepting the advice of the Attorney-General (Mr Lavarch), which the government has now put before us—and here I reiterate Senator Watson's point—we would not like the passage of this particular bill to be taken as a precedent. Accordingly, at some appropriate time we would be moving that the matter be clarified. It is one that has come up quite frequently, and perhaps this whole question of when is a tax bill a tax bill should be referred to the Senate Standing Committee on Legal and Constitutional Affairs for proper consideration so that this matter can be laid to rest once and for all. We are spending far too much time on this matter.
