Senator SHERRY (Parliamentary Secretary to the Minister for Primary Industries and Energy) (6.15 p.m.) —As I said earlier, the intention is to reinforce and ensure clarification of the government's original intent to cover people engaged wholly or principally for their labour. Whether a person is an employee or a contractor is dependent upon a range of criteria. We cannot give a clear set of principles that suit every case. We have to look at the facts and match them with a range of principles. There is a range of tests, and I think the most commonly referred to is the control test. I cannot give Senator Watson an absolute, clear definition because it does not exist.
