Senator COULTER (4.44 p.m.) —The Democrats will be supporting these opposition amendments very much for the reason that Senator Watson has just outlined. I share his views about equity and fairness and the inclusion of this in tax legislation rather than by way of some sort of grant. Certainly, there would be many people living in older heritage buildings where annual expenditure would be considerably less than even $5,000, and yet that work would be absolutely essential for the proper maintenance of the building, particularly if people were doing the work themselves and the cost was really a cost of materials. We support this reduction on the grounds of equity and fairness and we think it adds to the likelihood that heritage buildings will be better cared for.
