Senator WATSON (12.32 p.m.) —I would like to address issues in clauses 4, 5 and 6 separately from clauses 7, 8 and 9, and I immediately wish to address clauses 4, 5 and 6. They are clauses in respect of employees in foreign locations. I remind the committee that the amendment removes the requirement that foreign locations must be prescribed by regulation before the exemption is allowed. But I raise a query and seek a response from the Parliamentary Secretary to the Minister for Primary Industries and Energy (Senator Sherry) and his advisers as to whether Australia is a treatment place; that is, can employees come to Australia because they are confident about the standard of treatment that Medicare is available and because they require long-term recuperation? It is a side issue that arises as a result of the change occasioned by clauses 4, 5 and 6.
