Senator COULTER (12.18 p.m.) —In his contribution Senator O'Chee indicated that this bill had originated in the Senate and therefore would fall foul of section 53 in its entirety. I understand that Senator O'Chee was wrong in that respect, and that this legislation has been through the House of Representatives. In my earlier contribution I said that we should proceed with requests provided—and I certainly put this requirement on the government—that any advice that it has had should be appropriately tabled so that this matter can be sorted out once and for all, so that we know when a tax bill is a tax bill.

  In relation to Senator O'Chee's claim that this bill originated in the Senate, I would like the assurance of the parliamentary secretary at the table that that is not the case; that the bill has been through the House of Representatives and that therefore we can proceed according to the method outlined by the government.
