Senator LEWIS(9.55) —I move:

Page 4, paragraph 12 (a), lines 12 and 13, leave out the paragraph.

The Government and its draftsmen have had three goes at getting this piece of legislation right. In 1987 in Act No. 184 it amended clause 89d, in 1988 in Act No. 146, it again amended clause 89d, and now it is trying to amend clause 89d. The simple fact is that the amendment it is proposing tonight to clause 89d to insert paragraph 12 (a) is, in my view, totally unnecessary because it already exists in the Broadcasting Act 1942. My view is that I am not going to allow the Government to make a third mistake.
