Senator TATE (Special Minister of State)(12.30) —I move:

(1) Page 12, clause 23, line 39, leave out `14 days', insert `13 days'.

In a spirit of bipartisanship, which the Joint Select Committee on Electoral reform has engendered, I invited some Senate members of the Committee and representatives of political parties in the Senate to a preliminary meeting a week or so ago to resolve any detailed, technical questions relating to the Bill. At present the cut-off for the receipt of postal votes is 10 days after the close of the poll. The Joint Select Committee on Electoral Reform recommended that this period be extended to 14 days. In discussion around that table the view had been put that it would be more sensible to close off the period for receipt of postal votes on a normal postal delivery day on the Friday of the second week after the election or 13 days after the close of a poll. That is the intent of clause 23, as amended by amendment No. (1).
