Senator GARETH EVANS (Minister for Resources and Energy)(11.38) —In answer to the third question, I have already indicated that, in principle, we accept the responsibility to reimburse any administrative costs involved. At least, I think that we do-I cannot imagine that not being so. As I am now on the record as saying that, so be it. As to royalty arrangements, that is a matter for further negotiation and I cannot say anything in public-or, for that matter, even in private-at this stage. It has been put on the back burner, although it is obviously an issue that must be addressed. It is not dealt with in the Bill, but that does not pre-empt the possibility of it being subsequently provided for by legislation. However, that is a matter for negotiation.


Senator Kilgariff —What about the payment of rent or royalty?


Senator GARETH EVANS —That is subsumed by the point that I have just made.
