Senator KILGARIFF(11.36) —I wish to clarify one or two points. The Minister for Resources and Energy (Senator Gareth Evans), in his outline to the Lands Acquisition Bill, maintained that economic benefits were likely to accrue through the granting of licences. I wish to put three questions to him on that matter. Firstly, does it mean that all rentals and royalty received will be payable to the Northern Territory? Secondly, as the Bill appears to make no provision for the payment of rent or royalty, what charges and royalty rates will apply to miners exploring or mining in the conservation zone? Thirdly, if the Territory Government accepts an invitation to assist in the conduct of the exploration program, will the Commonwealth reimburse any costs involved?
