Senator GIETZELT —I refer also to a question without notice asked by Senator Collard on 20 November 1986 concerning capital civil works at Brisbane and Rockhampton airports. I seek leave of the Senate to incorporate a response in Hansard.

The answer read as follows-

The funds for the $1.5m upgrading of the Brisbane International Terminal have been obtained by deferring projects of commensurate value on the current program. The project has therefore been contained within the budget appropriation for this year.

The improvements I announced on 9 November 1986 will improve the efficiency of passenger processing facilities by reducing queue lengths and waiting time.

As I have advised in my response to Senator Bjelke-Petersen's Question without Notice, independent legal advice is that the tender proposing the combined international terminal/hotel was non conforming and therefore could not be accepted. Negotiations have therefore proceeded with the organisation submitting the conforming tender.

A proposal to extend the Rockhampton terminal has been included on Design List A for 1986/87 and will therefore be considered for the 1987/88 Capital Civil Works program. The work is considered necessary to overcome peak hour congestion in the terminal and car park.

However, as part of ALOP negotiations the Rockhampton City Council has recently proposed a new terminal to be jointly funded by the Council and my Department. Discussions of this matter are continuing.
