Senator WALTERS(12.06) —I wonder whether the Minister could tell us whether he believes that the Government really means that an owner of private property must take reasonable steps to prevent the doing within part of that protected area of any act that is unlawful under sub-clause (1)? I can understand that the Government could say to the owner of that property: `Don't you or your family do anything' but how is that owner meant to cope with any trespassers on his property? Is he to be held responsible for any unlawful acts by trespassers on his property?
