Senator WALTERS(11.18) —That was a question that I asked earlier and that the Minister for Education (Senator Ryan), who was then at the table, was unable to answer. I am delighted that, from his knowledge, the Minister for Resources and Energy (Senator Gareth Evans), who is now at the table, has been able to give us that answer. Before the Minister leaves the table, I really would like him to answer one last question, which is very interesting. Seeing that the Minister has already said that this is a precedent, can the Minister say whether the Government agrees as a matter of principle that royal commissions should have the power to require a witness to incriminate himself?
