Senator GARETH EVANS (Minister for Resources and Energy)(11.12) —The Government will not accept these amendments, essentially for the reason that a response has been made by the Minister for Arts, Heritage and Environment (Mr Cohen) to the Standing Committee for the Scrutiny of Bills. I think that response has already been read into the record; so it is not as though we are being dog in the manger about this. There is a reasoned reaction to the response of the Committee. Under the circumstances, and in particular given the desire of everyone concerned to resolve this issue, to clarify once and for all the status of these areas, and to allow if need be the industry to get on with its job without this possible cloud hanging over its head, it seems desirable not to delay matters-which would, of course, be the necessary implication of any amendment passed at this stage, as it would have to go back to the House of Representatives. For all those reasons, the Government will not accept those amendments.
