Senator TATE (Special Minister of State)(9.40) —I thank all those honourable senators who have contributed to the debate on this most important--


Senator Archer —Mr Acting Deputy President, I wish to speak on this Bill.


Senator TATE —Well, I am sorry; I am closing the debate. In that respect, I must say that nevertheless it is very important--


Senator Walters —Mr Acting Deputy President, I raise a point of order.


Senator Archer —On a point of order: I wish to speak to this Bill.


The ACTING DEPUTY PRESIDENT —Well, the Minister was on his feet--


Senator TATE —I understood I was the next one on the list.


The ACTING DEPUTY PRESIDENT —I certainly do not want to be in a position, Senator Tate, of thinking that anyone is missing out on speaking, so I suggest that we allow--


Senator Gareth Evans —You won't be long, will you?


Senator Archer —No, I won't be long.


Senator Gareth Evans —Okay.


Senator Archer —Thank you.


Senator TATE —Just in case anyone reads the Hansard, I want to make it clear that I got to my feet in good faith. I had understood that I was next on the list to close the debate. My Whip had informed me of that, and Senator Archer has rushed into the chamber in order to make his contribution. I am happy that he make it, but I did receive the call and was acting in good faith when I commenced my remarks.
