Senator Archer asked the Minister representing the Special Minister of State, upon notice, on 13 November 1986:

(1) When was the Doll Martin Inquiry established.

(2) What were the 2 separate issues covered.

(3) What is the expected cost.

(4) When will it be completed.

(5) When will its report be made public.

Senator Tate —The answer to the honourable senator's question is as follows:

(1) Doll Martin was engaged as a consultant to prepare a technical report on a possible Drug Data Base and intelligence processing system. Phase 1 of the consultancy commenced in May 1984 and reported in June 1984. Phase 2 commenced in March 1986 and reported in August 1986.

(2) Phase 1 was a feasibility study and Phase 2 involved the analysis, design and specification of proposed systems.

(3) Phase 1 cost was approximately $22,373. Phase 2 cost was approximately $153,449.

(4) Phase 3 involves implementation and is subject to the outcome of further consideration by the Australian Police Ministers' Council (APMC).

(5) This is a matter for the APMC.
