(Question No. 1513)

Senator Archer asked the Minister representing the Special Minister of State, upon notice, on 13 November 1986:

(1) Did the Department of the Special Minister of State seek an assurance on 31 July 1985 from the Chairman of the ABCI Management Committee that the Australian Drug Data Base (ADDB) would be operational by 30 June 1986.

(2) Were there any provisos on that undertaking.

(3) Was it achieved; if not, why not.

Senator Tate —The answer to the honourable senator's question is as follows:

(1) (2) and (3) I am advised that the then Special Minister of State had discussions on 31 July 1985 with the Chairman, ABCI Management Committee, at which the target date for implementation of the law enforcement component of the ADDB was considered. The ABCI subsequently engaged Doll Martin to prepare a proposal for the development and implementation of the ADDB project. The consultant's report was not received until after June 1986. The Australian Police Ministers' Council currently has under consideration implementation options including the question of target dates.
