Senator Archer asked the Minister representing the Special Minister of State, upon notice, on 13 November 1986:

Did the then Attorney-General (Senator Gareth Evans) tell the Senate in February 1984 that proposals to upgrade the ABCI would be part of the 1984-85 Budget; if so, what upgrading was achieved in the financial year 1984-85.


Senator Tate —The answer to the honourable senator's question is as follows:

The Senate was told of the Government's plans that ``the implementation of these proposals [to upgrade] is intended to be undertaken in the context of the 1984-85 Budget''. After normal budgetary processes had been completed some $1.4 million was allocated to the ABCI in 1984-85 and announced in August 1984. At that time it was noted that the ABCI allocation may become the subject of additional estimates later on in the 1984-85 financial year, when the degree of interaction between the Australian Bureau of Criminal Intelligence and the newly established National Crime Authority became clearer. In April 1985 an additional $1.5m for the ABCI was announced and provided over the financial years 1985-86 and 1986-87. The total Commonwealth allocation over these two financial years is some $5.2m.
