The PRESIDENT —I inform the Senate that I have received the following letter, dated 30 March, from Senator Vanstone:

Dear Mr President,

Pursuant to Standing Order 64, I give notice that today I propose to move-

`That, in the opinion of the Senate, the following is a matter of urgency:

The Government's cynical abuse of the employment hopes of young Australians and the need for it to immediately address the abject failure of its education and training policies.'
