Senator CHANEY (Leader of the Opposition) —Rather than waste a lot of the Senate's time in what no doubt will be a lengthy debate, since I intend to move for the suspension of Standing Orders, I again, on behalf of my colleague Senator Lewis, seek leave to move that the Senate take note of this paper which has been tabled in the Senate today.

Senator Gareth Evans —How long a debate are you proposing on the statement?

Senator CHANEY —Leave is either granted or it is not.
