Senator TATE (Special Minister of State)(5.59) —I still do not really see the difficulty. All this objects clause does is state the general object of the Parliament in dealing with this Bill. Any operative effective measures depend on subsequent clauses to which certain-


Senator Watson —That is the point. They do not depend on subsequent clauses.


Senator TATE —An objects clause without subsequent clauses setting up an inquiry remains as nothing more than a notice of motion in this chamber. One needs something much more specific, concrete and practicable, and that is what follows. The objects clause merely sets the general reason or rationale for the whole legislation. In itself, it does not do anything.
