Senator TATE (Special Minister of State)(5.57) —Senator Archer will be aware, as I am, that the memorandum of understanding, which I think is an important foundational document governing the relationships between the Commonwealth and the Government of Tasmania in relation to the development of forest resources in Tasmania, had within it certain elements which suggested a co-operative, collaborative, and consultative approach which is still the aim of this Government in relation to the Lemonthyme and Southern Forests. If those elements of the memorandum of understanding which encourage that co-operation also encouraged delay in some preferred forestry operation to allow an inquiry to be undertaken by consent of both Governments, this Bill need not even be passed through the Parliament. We have said that this Bill is a measure consequent upon a breakdown in that consensual relationship which I think the memorandum of understanding so well symbolised.
